Chain of custody and auditability are where I spend the vast majority of my time, although I haven't delved into the mail aspect of the situation. There's been more than enough issues on the in person voting side of the issue for me to document.

It is obvious that no one in the election system understands basic reconciliations or the importance of controls, and that none of them have ever been involved in a truly comprehensive audit. While I believe that most of the elections people are just ignorant of what procedures should look like, I'm also quite certain that a few people who were in responsible positions and caused basic controls to be ignored, knew exactly what they were doing.

Today we have a society that is math phobic, including very basic math, and are also phobic about reading and interpreting moderately complex instructions. They wait for things to be explained to them. Unfortunately some of those explainers have likely been crooked.

Today I can document in Texas where many of our controls were rendered useless and I can tell you with certainty, that your corner gas station does a better reconciliation than the election officials do.
